Had boost issues..still do after the turbo swap

What one earth is going on. I had boost issues before i did the replacement T-25 turbo swap yesterday and i still have the same issues. I feel like a backpressure when ever i get on it, it will boost fine if u do it slowly but once it goes to 9-12 pounds (or somewhere in the range), it seems like im hitting fuel cut. Or if you step on it completely, it will boost till like 3k RPM but once the gauge reads 10-12 psi i feel backpressure. It almost seems like a boost leak. The replacement T-25 does the same exact thing. The only difference i see in the old & new t-25 is that the old one had alot of shaft play, it whined, it wouldnt boost past 7 PSI..but the new turbo doesnt wine, it boosts fine if u dont get on it. I really dont know whats going on, i havnt done a boost leak test yet but i might do it sometime this weekend. Any suggestions, where should i look for any kind of boost leaks, or what other possibilities could it be?

Sounds like a boost leak. Since you had the problem before the turbo swap, I would just do a complete test all the way to the injectors.

yeah, it definitely feels like im getting more fuel than air, that might be the reason why im getting backpressure. First gear will boost till redline, but 2nd gear itll boost to maybe 3.5k-4.5k, but in between u can feel massive amount of leak. My turbo is mad at me! Maybe i should do a boost leak test to make it happy..
