does the lower radiator hose get hot ??

ive never really noticed before on my car nor did i ever really check...but does ## lower radiator pipe get hot....as i said i never checked until now and it seems like my top radiator hose is hotter then normal...maybe my mind playing tricks on me...as that ive had bad experiences with these damn cars....also if it matters im running a 195* degree thermo....is that to hot...should i go lower ?? please help..

Typically maybe the bottom half will get hot after a good amount of idling or driving.

It takes a long time for the heat to really build up in the radiator. (Its doing its job if the lower hose is colder than the top)
