Car start problem?

My car has a hard time starting. I will take a few seconds before it starts and once it does the idle gets very low untill the ECU compensates after that its fine. Happens usually when cold. Does anyone have any idea what it might be? Also I noticed that the previous owner tried the BCS restrictor mod but broke the nipple and tried to silicone it back. Is this going to cause any dangerous problems?

Could be a leaky FIAV. I would test it with a working one or do the VFAQ mod and close it. GL.
