I have extensively searched this board for an answer to this but was not able to find anything.
When I start my car the RPMs go up to about 2500-3000RPM and pretty much stay there until the car reaches an operating temp of 180F. This was not the case before I pulled the head, replaced the cams, & cleaned the TB.
The idle then drops to a lumpy surge 1100-900RPM. As the car is driven everything is fine until I lift of the gas (TPS is about 8-10%), at this stage the tach needle goes to 2000rpm and stays there. Sometimes a blip of the throttle will get the RPMs down to 1000, but most of the time even if I do blip the throttle the idle is reluctant to go below 2000rpm.
I have gone through all the Fast Idle (aka Idle Surge) pages and have made sure that there are no leaks, IAC, EGR, FIAV are in working condition. My BISS screw is open by about 1 CCW rotation only. Usually 2 CCW rotations yield an idle of 750rpm. I feel that this is an electrical problem. Caps of ECU were replaced last year.
Of note, I am running Web Cams 546/547 and am pulling a vac of 8-10 in-hg only, also worth mentioning I am running a MAF-T.
Any suggestions?

Here is an update
When the cold engine is started in the morning the idle goes to 2000RPM, after a few seconds it starts surging for between 2000-2500RPM, then it settles down to say 1800-2000RPM, and only when the car is warm, 180F does the idle drop to 900-1000rpm. Inj duty cycle is about 3-4% during the warm up and drops to 2% when it is fully warmed up, I would like to get it down to 1% if I could. I am using the MAFT to lean it out at idle.
O2 trim is pegged @ 167% on the logger.
Also when I come off the throttle my TPS reads 11% which is a bit high, a blip of the throttle usually gets the reading down to 9-10%, and results in a lower idle, I need to check the throttle cable for an adjustment.
