To Much Boost HELP!!!!!!

Another customer car problem. After a Super Side Mount hard pipes BOV and MAFT I have NO boost control. Have installed and tried to tune with 3 different MBC, and 2 different actuators. NO GOOD. This car is right now using a 14b thats been ported. I need to get the boost down so I can get to tuning the MAFT, but I'm stumped. It seems like I've tried eveything. Open to any ideas.

First what exactly have you tried? Does the car still have the emisions system running? Where is the boost measuring at? Is there a boost controller of any kind on the car? Upgrades such as an exhuast can raise the boost levels so you'll need a boost controller to compensate. A list of the mods would help determining the cause.

This is a 1990 Eagle Talon AWD 5 Speed.
Mods include, Upper and lower hard pipes connected to a Super Sidemount all from Dejon'. It's has a MAFT 3" GM MAF setup for blow through, Greedy type s BOV, Dejon MBC. Yes all emissions have been removed with EGR Block off plate.
MBC is tapped into the BOV. Boost gauge is tapped into vac for fuel regulator. Everything is brand new. MAFT is half tuned w/ tunerstein, wanted to make it some what safe to drive. Actuator is brand new

So far i've checked for boost leaks, none at 25 psi. I've checked and double check for any vacum problems, none that I can see 20-25 neg. Tried 3 different MBC's two are brand new dejon all are known to work. Replaced wastegate actuator with new and inspected wastegate, looks fine. Fuel cut at 15psi (stock fuel system except rewire). If I leave it WOT after fuel cut boost jumps up and down, car fuel cuts.
