Profec B not running more than 15-16psi

I have currentlly just installed the orginal Profec B EBC and I have wired and installed it all to spec and on low and high boost I am not able to run any more than 15-16psi. I have tried the differnt dip switch settings and I have tried different balance settings. Could a boost leak cause this. I have run a t from the BOV to the IN side of the solenoid and the out directly to the wastegate. I have blocked off the nipple on the compressor. From the back off the head unit I ran a T to the FPR. With the unit turned off or the low setting completly turned down I run a base boost of 9psi. I have an adjustable wastegate and I have turned the rod shorter inchreasing the boost, even then that has not shown to affect the max boost. Any input would help. Thanks.
