try and explain this turbo problem

i can hear the turbo spooling up when i give it gas, and i can hear it blow off when i come off the gas. but it goes nowhere. it feels like an NA. the blow off isnt as loud as on my friends 2g. but my gas mileage is also in the crapper...like 15 mpg. at first i thought the wastegate was stuck open but its not, i put an air hose to it and it was working. could i just have it set to open at like 2 lbs of boost or sumthin? and could it be related to my garbage gas mileage?

What kind of mods do you have? We need to know these things before we can even come close to giving you an answer.
 
no mods except a cheap type r muffler or sumthin that came on it from the kid i bought it from and the cat is cut off. i just got done installing a boost gauge and i am pushing 7 lbs steady on a 13g turbo. its a 1g automatic
 
oh im also pulling 14 lbs of vacuum at idle if that means anything along with 20 vacuum at slowdown
 
A viable answer has already been posted. Classic signs of a boost leak. Go to vfaq.com for info on how to make a "intake leak tester".
