Blown gasket turbo to exhuast manifold questions.

I just discovered a blown turbo gasket to exhuast manifold.I put in ring but maybe not supposed to on my agp rs 49.The ring obviously didn't help.I think may have forgot to torque the bolts as one for sure backed out.What is torque spec for them.should I use lockwasher on them.what about loctite heard its too hot for loctite and not a good idea.
Who has blown one of these gaskets.??
Would it account for the following syptoms:

Ridiculous slow spool of my 50 trim way past 4000.
Almost zero low end power.
Overall lose of power and hard to get higher boost numbers.

So should I leave out the ring and just buy a thick 7cm gasket.?
