Just installed manual boost controller - too high of boost!

I just put a manual boost controller on my 2G. With the stock BCS I had a solid 12PSI. Now with the manual boost controller it hits 20PSI and this is with the thing backed nearlly all the way out! I have the wastegate actuator hooked to the arm of the boost controller and a T off of the BOV for the Leg of the boost controller. The nipple on the turbo is capped off and the entire BCS is unplugged and not in route at all. What would cause the psi to go so high?

I have a stock T25 turbo with 1G bov, UIP, maf-turbo pipe, stock exhaust.
 
The end directly opposite of the adjustment screw is the nipple you need to plug your signal source into. The other runs to the wastegate.

It sounds like you have it on backwards.
 
That is how I have it. I have cleaned the controller and inspected hoses a second time.

All looks normal. I am going to run a hose from the blow off valve T to the wastegate to eliminate all other possibilities.

QUESTION: Why does the stock controller use both the turbine and wastegate vacuum feed lines?
 
Problem corrected......The issue was too long of a spring in the manual boost controller. I cut 1 loop of the spring and now boost is holding steady at 16PSI.

So no it wasn't incorrect install I mean please there are only two lines to run! Non-the-less, I do appreciate any and all assistance given.

For what its worth with the stock exhaust....I dont feel any more getty-up and go. I was at 12PSI stock and am now at 16PSI with 1st gen BOV, UICP, and Maf-Turbo pipe and it all feels the same. The only difference I noticed is turbo spool is much louder with the dejon tool maf-turbo pipe.
