Rattling at 2500RPM Manual. Help please!

My car runs fine to my knowledge. I have a 95 Talon ESi.


Problem:: It doesn't matter if my car is in gear or not, but when I get to 2500RPM (give or take 200), it makes a rather high pitch rattling sound. It's coming from somewhere lower in the engine below the heat shield. It sounds like somebody stuck something metal in a fan. Sorry if that's not enough information. That's all I can explain. =/

I want to know if it's affordable to fix for a 16 year old.

put the car on stands and have someone rev the engine(OUT OF GEAR!), look at the exhaust heat shields.
 
mine does the same thing...although i think its more of an exhaust problem

EDIT: ok i see urs is too aha...but mines more underneath the body not up by the engine
 
Gaha. Yeah, part of the heat shielding fell off. The rest is velcro'd back together. Should I tape it up with heat tape or something? That's part of it, I know, but another part is still under the hood..
