Problem from 1k-3kRPM range....

Ok here's the problem=
Symptoms include:
-under WOT, car seems fine.
-At about 60% throttle from 1-2.5kRMP, car will build boost, but will accelerate at a slower rate. Once it hits 2.5k, it seems as though all the boost is applied and the car will accelerate. It feels like a terrible turbo lag.
-CEL appears only above 3kRMP and will disappear under 3k.
-everything on the logger seems fine.

My setup right now:
1990 Laser RS Turbo
-rebuilt motor w. 2g pistons, non EPROM ecu
-all emissions are in place
-MBC set at 12psi
-14b turbo
-RRE outlet pipe
-ACT 2100
-hacked MAF with K&N filter
-Wahlbro 190
-stock injectors
-Magnecor plugs with NGK's
-everything else is basically stock

I've put the car to stock to see if any of the aftermarket parts had an effect.. but it didn't.
I've checked if there are boost leaks... and there are none.

What I think the problem may be and what I have been told:
-Bad EGR Valve (But problem still occured when EGR was blocked off)
-Bad injectors
-Clutch is wearing out/ bad flywheel
-Bad wastegate
-ECU problem

Can anyone help me diagnose this problem?

Full boost normally occurs on a 1G w/14B turbo in the 2.5K-3K range... so unless there is something I'm missing.. I'd say this is perfectly normal and is called "Turbo Lag".

I've been in other 1g's with 14b's @ 12psi+ and when the boost kicks in it's not as harsh as it is in my car. There's a noticable jolt, even when the car is placed back to stock. It seems as if the car is in a hesitant mode from 1-2.5k.
 
Have you checked your Base Ignition Timing (s/b 5 BTDC) and made sure that your intake from the turbo > MAS is completely leak free (i.e. no unmetered air).

Also have you tried using a "non-Hacked" MAS when you went back to stock?

Yes I did try a non-hacked MAS. I'll check the base ignition timing and I'll double check if my intake is leak free.
