poor cold start problem..

hey guys, when the car sits overnight, and I go to start it in the mornings, it has a weird problem..... the car turns over, and the rpms rise to about 400rpms. but they just kinda sit at 400rpms for 2-3 seconds.... and then it fires up per normal...
any ideas?

edit... the car fires up 100% normal, every other time i need to turn it on, except first start up for the day
