Too much boost with custom intercooler setup?

I just finished installing my custom intercooler and a routed a intercooler pipe between wastegate actulator bar and my radiator fans. The intercooler pipe is pushing against my wastegate act bar. I want to know if this will cause my car to boost over 15psi. Before my intercooler setup, I was running 15psi and the boost controller was not touched. But after the install when I WOT, my boost will slowly climb up and over 20psi. I did not hold WOT to see if it was a boost creep and settle back down to 15. Even if the IC hose was interfereing with the Wastegate, why would the boost controller even allow more than 15psi anyways. Should I remove the MBC and set everthing back to stock to see if my boost goes back to 13psi? Maybe there's something wrong with my cheap ebay MBC? Maybe its my IC pipe pushing against the Wastegate bar? Sorry, no pics avail. Please give me some advice. :cry:
