EGR Flow Error - CEL

I've been getting this CEL randomly when driving in town (never happens on the highway). I've pulled and tested the EGR valve and it works to spec. Replaced vacuum hoses too. Wondering if it's just something I have to live with since I have a VPC and HKS 264/264 cams?

I think it was P0400 (I just cleared it again). "EGR Flow Malfunction" was the exact wording that the scanner gives.

my cel came on and it showed bank 1 o2 sensor #2, i replaced it and the light came back on and it was still drinking gas and sounded like it had a misfire. then i took it to autozone and it read EGR flow insufficient. and i found the problem its a vacuum hose its old and brittle and keeps breakin, where can i get a new hose? cause most places are tellin me i have to buy the EGR valve to get hoses.
