When trying to start the car, there's no clicking from the starter, but a low whine. The eletrical system seems to be fine but the starter just wont turn over. I thought it might be the alternater but there's no CEL or other informational light of any kind. Is there a way I could test the starter? The battery was pretty corroded so I cleaned that and it seemed to make a difference, but at the moment I'm push starting it to get around. Thnx in advance for any replies, peace - Darrell.

The solenoid may be stuck you can try to get a screwdriver down on the solenoid and hit it with a hammer that may break it loose, but don't hit too hard. Also you can take it out and have it bench tested at kragen or autozone if need be. Also are you sure you battery isn't going dead? You might not be getting enough juice to spin the starter.
