Having mystery starter problems on my new AWD

I just switched from my fwd 91 laser to my new clean ass 92 awd 4bolt/6bolt. Have everything ready to rock with brand new engine and hks 264's....but the starter wont get a signal/turn over. I know the starter is good, i know the battery is good, and i know the ecu is good. Here is what i have tried:

I have checked all relays, the ones under the dash and the ones in the engine compartment

I have checked all fuses ect ground connections.

The car will start and turn over if i hotwire the battery to the starter...so i know it has the ability to crank

The big mystery is there is some kind of alarm system on here. I talked to the previous owner and he said he never had any problems, he didnt even know there was an alarm. i have tried unplugging it, turning it on, turning it off....all sorts of things.
