boost leak, BOV question

I have a super 20g on my car and cant boost over 15psi. It is 15 or max on the guage with a lot of knock. I am thinking it is my 1g BOV that is causing it so I cant turn up the boost because during normal driving, I can hear the BOV when shifting if the boost isn't even at 0(when it is negative 5psi). Does this sound right. The BOV shouldn't make really any noise at all unless it is spooling the turbo right? Does this seem like a reason that my car cant boost over 15psi. Thanks James
 
I would replace the boost gauge. If yo have no boost(-5 hg), the bov cant release it. If it does release when the gauge says -5, the gauge is wrong. My stock 1g bov wouldnt make a bit of soung before 3-5 psi. Anything over 18 psi would leak.
 
I was maybe thinking the bov is just leaking really bad. The guage reads fine for vacuum and full boost. I think the boost problem started happening after I took off the Blitz BOV I somehow broke and put on this one. I was at 17-18 psi before and now I cant go over 15psi.
 
I put on a different bov and that didn't fix it. I will try to replace the guage tomorrow. Any other reasons why I wouldn't be able to boost over 15psi. I was thinking even if the gusage was off a little why wouldn't I be able to just turn the boost up a little? It is either 15 or less or over 25.
