Front tires are hitting fenders on bumpy roads

Hi, I am new owner of '90 GS turbo and I just put in 225 tires on. Well, on a bumpy road the tire is hitting the fender. Old wheels are 215's, I would put them back on (they completely go under the fender) but they are too worn out.

I can't figure out, is it the springs? Struts?
Guys, I need to know before both of my front tires blow up. Yeah, I would go to a mechanic if I had extra money.

Oh, and would nonturbo struts fit? I got a friend with a bunch on na cars on his backyard.

Dude. I think we need some more info.

For example. Factory wheels? If not what size and more importantly what offset.

Is the car lowered? Is the suspension stock?

And I would not drive with your tires rubbing badly. A double-front-blowout on the highway will ruin your day quick.
