Noisey Turbo

i did a search and found that my problems are a little different from the normal ones. I just installed a used 14b (91 talon tsi AWD) to replace my old one, its all back together and everything looks tip top- BUT, i get 1-2 psi of boost and the thing whines like a charger. when i had the turbo out- i checked it for shaft play, which was minimal, the turbines spun freely and i primed it as well. any ideas on most likely scenarios? i am left but to assume the turbo is pooched.

update - just pulled the turbo apart again and the thing spins nicely and freely. i am at a loss. everything, hoses etc were connected- even if they were leaking i would still see more than 1-2 psi wouldnt i? why no boost and whining noise?

im getting a odd whinning sound at low boost to, but once it builds up boost its a normall whinning sound. Im sorta thinkin that the odd whining sound at low boost might be something else on my car, like my busted speed sensor thing, maybe you should check out some other stuff. but as for the no boost i dunno. just my $.02

Your whining is probably all your air flowing out of an intercooler piping leak somewhere. Hence your low PSI readings. Do an intake leak test.

when it all came apart it wasnt doing this at all. the noise sounds like a damn screw charger. im almost certain its in the charger- but im stuck on why it would make that noise

wastegate is fine- i have used a couple different actuators that both work
