Car sputters/misses under boost

I'm not sure exactly what is causing my car to do this. At first I thought it was fuel cut, but that doesn't seem to be the issue. Is it possible that this could be caused by a bad turbo? It will build boost until about 13psi then start sputtering really bad. Sorry for the newbie Q, but I have never dealt with a bad turbo.

Check plugs and replace wires. Get a set of 8.5mm wires, and a set of NGK BPR6ES.

Yeah get some quality wires, and some NGK BPR6ES, or 7ES', and you should be OK...
