sitcky gas pedal

Hey guy i was wondering how to fix a sticky gas pedal. I notice that when i let off the gas sometimes not all the time the gas pedal will not come up and the car will cruise for about 2 seconds then relase its self and go back to normal. I also noticed that sometimes when i shift that the rpms will fly up. I believe this is caused by the gas pedal sticking, opening the throttle body and causes the rpms to go up. Anybody know a cure for this

It may not be related, but there was a recall for some 2Gs where the throttle pedal could get caught in the carpeting edges or something.
