Okay, so finally got my key, and balance shaft belt and the last sprocket before you put the harmonic balancer on. My question is, for the timing I was told I need a special tool for the tensioner pully to tighten it correctly. Does anyone know what that tool is? I guess it goes into those two dots that are on the side of the pully. Thanks.

Is it necessary to use the preload for the tensioner or would I be okay without it?
 
Well the motor is on a stand it was fully rebuilt. I just didn't know if it was like a absolute necessity to use or could I get by without it.
