I have checks and can't find the solution 2 weeks ago I got a CEL and the code was P0455. Big evap leak have been checking the car around can find anything. My boost was set to 15psi and knows it's only at 5 psi and some times less. I have done a boost leak test and can't find anything and my boost gauge only reads 5 psi on compressor. What would be my problem everything is fine and it's not the gas cap.

Can't find the problem and the boost started to go down slowly.
 
Someone correct me if I'm wrong but I don't see a boost leak having anything to do with an evap leak. The evap system takes gas fumes from your gas tank, stores them in a charcoal canister, and then uses a purge solenoid to send them in to your intake manifold to be burned. It's strictly an emissions system.

The system consists of a line from your fuel tank to a charcoal canister, charcoal canister to purge solenoid, and then purge solenoid to intake manifold.

That code (p0445) is thrown when the system isn't seeing any gas fumes being purged. It could be the result of a few different problems. The easiest is a faulty/missing gas cap (sounds like you ruled that out already), missing/broken hoses, a clogged charcoal canister, or a bad/non-working purge solenoid.

If you don't have to worry about emissions in your area, I would just ignore the problem. Your car won't run any differently because of the issue. You'll just have a persistent CEL. If emissions is a problem, I would begin by checking a service manual to find out how the lines are routed and check them all to make sure there's no breaks and nothing missing. If all of that looks good, I would pick up a purge solenoid at Advance Auto/Autozone. They're usually fairly inexpensive but, if it doesn't fix the problem, just clean it up again, put it back in the package, and return it to the store. If the problem persists after those two steps, you might want to consider finding a local shop to do a smoke test. They send smoke through the evap system to find the leak. Charcoal canisters tend to be expensive (no clue what the prices are for DSMs) so it's probably not a good plan to replace that on a whim.

Best/easy way is to use a smoke machine to check for the leak, so take it to a shop and ask them to perform a test for you, as soon as they find the problem just take it home and fix it or ask them to fix it. Your car is a 99 so you won't pass emissions with a check engine light on, and even less when is evap system related, Cali is very particular about this. Hope this info somehow helps. Good luck!

it may be possible to turn off the CEL when using DSMlink. hope someone can confirm this.

Yes, but that's just the diagnostics trouble code. An OBDII emissions test checks the emissions monitors which can't be changed with the DSMLink software.
