Adjustment of the E-Brake!
Whats the procedure to tightening the emergency brake aside from the adjustment on the hand lever?

Thats really about it.. Unless the pads for the ebrake are worn pretty bad..

It should be pretty obviouse when you get to under the center concole, but remove the center console. There will be two lines coming in from under the back seat that go to a a connector that united them into one cable that is pulled by the e-brake handle... on that 2-1 connecter, you can adjust the bolt that brings the cable closer to the handle, there for tightening it.... My wording is crappy, but it will make more sense when you get there.

There is an adjuster on the parking brake just like any other drum brake setup out there. Usually if you haven't been e brake sliding the car than the shoes will never wear out. I would pull the rotor off and check the shoes and if they look good than tighten the adjuster a little bit until the e-brake handle feels good.

there is also a screw or adjustment spindle like thing inside the drums of the the rotors that you can adjust to push the pads out farther but i would only do this if the pads are severely warn..

I hear you... I don't be the living hell out my Eclipse unlike the previous owner...  However, I need my e-brake to hold my car still on hills and take the stress off of first gear while parked....

Step 1: Open cup holder and ash tray covers
Step 2: Grasp firmly and pull cup holer assembly straght up to remove.
Step 3: Tighten the 10mm nut on the parking brake assembly until the car will not roll on a slight hill from a stop when the parking brake is engaged 3 clicks. (This is my preference)
Step 4: Reinstall cup holder assembly

This works sometimes.
However if you remove the rear wheels there are drums within the rotors for the parking brake and you may need to adjust the star wheels within them.
It's simple to do, you simply turn the "Star wheel self-adjuster" in the bottom of the drum in the photo below until the pads are just below dragging the drum inside the rotor (trial and error). Or you can do it through the plug in the rotor that comes out and you can poke them with a screwdriver (just need to rotate it till it lines up). After it's all said and done check for dragging again.
