Can anyone tell me what I am experiencing... Is it just a boost leak? The car is still running fine and it is not smoking. It also still builds up boost fine.. It is bugging me bad.. thanks in advance

That loud wining noise is a boost leak, near the compressor.. Do a boost leak test and pump around 20psi into your system, and i bet it will be near the compressor cover!!
 
It's not okay to drive like that. Buy it off ebay, boostleaktesters.com, or make one at home depot. Boost leak test your car. If your going to own a turbo car you should have this tester anyways. The whine could be a simply leak or it could be a bad turbo. Check for excessive axial play in the turbos shaft. Some is good, a lot is bad. Any lateral play means your thrust bearing is bad. Which requires a rebuild
