First off this is a 2gnt 420a talon. Ok here's the deal I have no power to my fan on the passenger side right in front of the headers. I've checked the fan itself and it works. The wiring from the fuse box (relay) in the engine bay to the fan is good. But I don't have power in the fuse box where the relay goes. This is what I'm talking about. Theres no constant power in 5 like there should be.

Sounds like there is an open in the wiring... Check the fuse and then to the relay. If the fuse is blown, there is a short to ground somewhere in the fan relay circuit. The fuse blows when the circuit potential i.e. amperage exceeds the rating for the fuse. Obviously then it blows, killing all power to the device etc etc. Now, if it is a short to ground, the electricity has found an "easy" way to short itself, causing you a headache. You then need to back track from the fan all the way to the starting source. Turn on the fans (ie. command A/C) and listen for the pop or the fans to not run. You said the fans work, I assume you used a jumper to test this, but either way, so the fans not working is out of the question. Now, check from the relay to the fans, then the relay to the fuse, then fuse on back from the power grid etc. You will find it in due time.

I would even check to see if the relay itself is internally shorted, that sometimes does happen. Test it's resistance and see if it's open or shorted (open is infinite or 0L) and shorted is a very very low number.
