It's a product made (well not anymore it's been discontinued) by HKS. It stands for Vein Pressure Converter. It's used as a fuel control and changes you car from a mass air sensor system to what is referred to as speed density system. Instead of using that restrictive MAS it relies on air temp and pressure to meter the air. Most people that use this also use another type of fuel control along with the VPC. But it can be done with just the VPC.

looks like it bc i was lookin at the recirculation kit for the hks ss bov from alamo and it said this...

"SSQV Recirculation Kit for Eclipse 95-99 without VPC"

so i had noo idea

With the VPC you can vent your bov to the atmosphere because the MAS is eliminated.
