is there supposed to be a washer that goes next to the center bearing? or is it built into it? and should i leave the oil thats on there or wipe it clean?

Not quite sure what you mean by a washer next to the center bearing? There are no washers next to the main bearings. As for the oil, where exactly are you talking about?

and there's oil on them from the packaging should i clean them?
 
Yes that is your thrust bearing. I would suggest cleaning the oil off of them when your ready to install them, just make sure to use assembly lube when installing them.
