so i changed the idle air control valve, and it does the same stuff basically, turn it on and it idles at 2000-2500, and then once its warm up it does idle surge, its goes from 1100-1800 and varies, but if i have it unplugged and i drive it idles at 1100, and if i hit the gas a bit and rev up to 4000 it'll stay there and wont shift to a new gear until i punch it some more and then it changed and the idle dies down, also when its idling at its crazy way if u pull the throttle cable behind the intake in park or neutral it'll die down to 400

this is for my 95 gsx a/t

It might be your ecu ISC drivers. Sometime they burn out. If you have access to another ecu then swap and test. Check your TPS and idle switch with an ohm meter as well to make sure they are good.
