Just call your local mitsubishi dealer and order a new BISS/Base Idle Screw with the O-Ring. It is literally just a screw that threads into that hole. There is an O-ring around the screw that forms an air tight seal. The screw turns in and out letting more or less air through to adjust your idle speed. It's very simple. Buy screw, slip on O-ring, screw in. There is a write up on VFAQ.

Also, there is a plastic cap that fits into the hole on to of the screw, but it is not particularly important (at least much less than the screw itself)

Yes , the cap hold the screw so it can't back out .

Did you try a Mitsu dealer ?

Also try Chrysler dealer . Just tell them you have an Eagle Talon .
