help t28 install dying!

Okay...after I took out the turbo I found out it was the old fp t28/28 turbo, 10 exhaust wheel blades. I am installing an FP big t28 9 blades. I've been running the car for a year now and it didn't have an AFC. Been running fine a little rich but could it be that the previous owner got it chipped? or just running it like it is. Been boosting at 15 psi with it tatoring down to 13 around redline. I am so confused!

get a fuel system and some tunning devices and gauges so you know whats going on in your car and you can controll it.

Are you sure its an old FPT28 and not a T25? They're very hard to tell apart sometimes. that is unless you can find the FP stamp on it.

Boost fall-off sounds much more like the T25 than any T28 made.
