can't fix top

hey guys i have read through the forum for the leaking convertible top and i have tried to understand but i have taken the little allen screw out of the clamps to clamp down the top and i am trying to turn it but it doesn't look like it wants to turn do i have to take the clamps completely off? thanks

If the hooks are bottomed out, you will have to unscrew them and cut an eigth inch or so from the threads so that you can screw them in deeper.

I can screw mine down lower, but when I do they won't latch; it's as though they are too short
