It's probably just your throttle cable. Get someone to floor the car(with it off) and see if you can open the throttle body more by pulling on the cable. If that is problem just tighten it up.
 
I remember when adjusting mine i couldnt find a happy medium. If it read 100% at wot it would read like 3 or 4% at idle. I ended up just taking the slack out of the cable at idle, and trimming the rubber boot under the accelerator
 
As far as the ECU's concerned, that's close enough. Don't kill yourself over it.
 
Ok. And I didn't think about the floor mats. I could be hitting those. I have some real heavy duty rubber ones in my car. Snowy winters and wet weather the rest of the year. I'll have to check on that.

The ones I have are about a half inch thick. They have a lip on them to hold melted snow in them until I can take them out and dump them. It's my attempt to keep my floor from rusting out. They weight at least 5 pounds a piece! The carpet ones will go in as soon as I get back home (I'm at college) and pick them up.
