hi im shawn i just bought a 90 talon tsi awd car runs good up to 3500 rpm's after that seems like its getting to much fuel take the recirculation line off the bov and and will only build 7 psi but tachs out good how ever with it on or off the turbo and the mani fold will glow cherry red any idea's?

Do a boost leak test, check your vacuum lines and change your spark plugs with NGK BPR6ES plugs gapped at .028. As far as only running 7 psi, are you going of the stock boost gauge? If so, stop. It is not accurate at all and should not be trusted. Get a mechanical boost gauge to get proper readings. The manifold glowing is completely normal, nothing to worry about.

If it is new to you and you don't have any recent receipts for service, I would go through and do a complete tune up and change all the fluids. Also, do a leak down test and test all the components to make sure they are up to par. Do you have a CEL?
