So, since there not supposed to, is that a sign of a problem? Just running rich because of boost leaks, etc.?

People tell me that mine shoots flames every now and then. My car is mostly stock, with turboback, injen intake, greddy bov, mbc.
 
The factory ECU stops delivering fuel when the throttle is closed and the RPMs are more than a bit above idle.

A faulty or misadjusted TPS can cause backfiring during decel or while shifting, as can a leaky injector. If you're not running rich and it only sometimes happens, I wouldn't worry too much about it unless you are striving for perfection.
