Figure on at least about 3-400 bucks for the rebuild, depending on what's wrong with it. Brand new E316G's go for about 550-600 bucks, so I wouldn't pay more than 200 for it. However, if it were me and my car, I wouldn't buy a used one at all, seeing as how a brand spankin new MHI E316G is so cheap. (relatively speaking) Hope that helps.
 
If the turbo doesn't have much shaft play and it spins freely then I would probably say $100-150 would be a fair price, I wouldn't pay more than $200 because used e3 16g's are only like $325. If it doesn't have excessive play than all you need to do is spend ~$100 at the dealership for a 14b/16g rebuild kit and put in a couple hours taking it apart and putting the new internals in. I just did it over Christmas with a used turbo I bought and it really wasn't hard at all. The hardest part was getting the snap ring off of the compressor housing, and from there it was really pretty easy. While you have the compressor wheel and turbine wheel/shaft out use some brake cleaner or other solvent to clean the caked oil off of them and whatever else you can.

To recap, if you can get it for less than $200 and it doesn't have too much play then I would definitely go for it. The money you save and the experience you gain are well worth it. Just watch out for that shaft play, if there's too much than you really should have it balanced.
 
I would never buy a used turbo unless you can get it for dirt cheap, my buddy bought a used 20g and had bad experiences with it
