Having Trouble installing T-BelT

Hey guys, k basically i've been trying to install my new T-belt and im having problem getting it to the right tension...its a 2 step tensioner n so far everytime i've gone to pull the pin on the auto tensionner im alwayz above 4.5 mm which is the max allowed clearance ...i've pried on the pulley pretty damm hard n even result to aligning those 2 holes on the tensioning pulley a little bit of an angle instead of having dem horizontal ... any suggestions ?
 
you have to use a c-clamp or bench vice to compress the pin then when the wholes alligns you need to stick something through it like a small allan wrench then you bolt it down with the belt on and pull the allan wrench out and it will tighten up.

you have to make sure the tension is set first before you just pull the pin.
