Waste gate Guidelines

Somewhere i had read 4 rules on choosing a waste gate on one of the manufacturers sites, If there's any corrections to this please fill me in, but i know the first one is correct and the fourth one is as well. it's # 2&3 I'm wondering if i have back wards.

This is strictly for archive purposes,

1.) a small gate on a large turbo running high boost

2.) a large gate on a small turbo running high boost since they have more "creep tendencies"

3.) a small gate on a small turbo running low boost

4.) a large gate on a big turbo running low boost

All of the guide lines sound correct to me, exceptionally the second and third.
