I was extracting some exhaust studs and went too far on one, felt to go thru the back of the stud. Is this head fubar? I assume I hit a cooling jacket. I know mopar engine studs go into the head cooling jacket, they seal them with silicone.

Don't use silicone!! Check with a body shop they have some flexable two part sealers that they use to fix soft bumpers. If the head is still in the car spray the hole out good with brake clean mix the sealer put some in the hole and then insert the new stud. let it set up for a few hours and then reassemble.
 
Your best bet is to pull the head off, bring it to a machine shop, have them weld the hole shut, and reassemble.
