Valve on 420A fuel rail

Can anyone explain the purpose for the valve on the Passenger side of the fuel rail on the 420A motor (99 Eclipse GS). It was covered by a black cover and looked like a tire valve or some other type of valve. I assume it is for checking fuel pressure, and since I think I have a bad fuel pump, I tried depressing the button on the valve, and no fuel came out. If someone can assure me that this valve would release fuel pressure when depressed, then I won't have to try disconnecting the line on the driver's side of the fuel rail (looks a little hard to access). Thanks!
 
Yep, That's a schrader valve used to check fuel pressure at the rail. If you think you have a bad pump you can either crank the car and then see if there's any pressure or just turn the key to the run position and the pump should prime the system and once again check if there's any pressure. Have you changed your fuel filter because i've seen those get clogged and cause all kinds of fuel related problems. Hope this helps.
 
I was going to replace the filter too while I was at it tomorrow. Can someone inform me where it is? I'm guessing it is not easy to get to (Like in my 3kgt) :( Hopefully this cold weather will warm up at lunch tomorrow just long enough for me to do this fix.

Under the vehicle, in front of the fuel tank, on the passenger side of the vehicle, near the FPR. It is not difficult to replace if you have the vehicle lifted high enough. A good penetrant/lubricant may be helpful.
