Huge boost problem << need help

Hey im new to these forums and ive searched through a lot of problems using the keyword search and i cannot find a similar problem. Ive been to 3 specialty shops around town and no one can help. Here is the problem.

I have a 97 gst stock turbo/actuator. blow off (dunno what kind) cheap manuel boost controller. I have a problem with over boosting. When i give it throttle the boost climes, eventually passing 20+ Pst which is way higher that I have it set. Even when i turn the controller all the way down; the boost should be cut off. It still over boosts and if i don't put in the clutch the boost completely cuts off and sometimes gives me an error code p1103. Every shop tech says the same thing saying they don't know what to do or they can't help. They just say the car runs fine and your good to go for 85 bucks.

Ive spent so much money trying to play with the boost and i dunno what to do. Do i need a new boost controller, is my Wast gate actuator shot? Do i need to loosen the BOV spring i have no idea. This boost problem has caused a lot of stress and i dont even know where to start, i jsut keep spending money on nothing. Any help/ advice will help tons. How about you remove that "cheap" boost controller? If you know its crap, its probably leaking and causing your problem.
 
Eliminate the boost controller from the equation. Connect the boost source off of the compressor housing directly to the wastegate diaphragm. Doing this should narrow down where the problem is actually occuring: wastegate actuator or boost controller.
 
maybe the BCS if you're getting that code. Also check every single vacuum line because you can blow the head gasket or something if your going that high with the stock turbo.
