Thanks, yes the balance shaft is in phase. Does that tensioner base/bottom in the pick of the crank shaft timing mark look really close too the belt/crank sprocket to you guys? Because I am getting a line in the t-belt where Im pretty sure the belt is flexing and touching it? Its not like a gouge or anything its just wear from where it is contacting it. That’s why I think there was a 95-96 tensioner on there when I pulled it off. The tensioner that I put on is for the 99. Thanks again.
 
The line in the t belt might be from a oil pan bolt. If you dont put a short bolt in the middle bolt on the oil pump side of the oil pan it will mess with the belt.

It’s not from that bolt I double-checked. The pic’s below are where I think they are contacting. In the first pic of the tensioner the box I outlined is were there is a little ridge from the mold casting and it lines up with the line in the t-belt perfectly. The second pic is of the bump in the front casting where that bolt is you were talking about but I think that this is where it’s also contacting on the edge of the cast? I am wondering if this is because I am using a Kevlar belt, it doesn’t have the flexibility the stock belt does (much more stiff) and I am wondering if between shifts and when letting off the throttle the belt is bowing or flexing because its so ridged and contacting these points. Would really appreciate some opinions on this. And it would be great if someone else that’s using a Kevlar belt could chime in with their experience. Thanks
