What happened to my boost?! New exhaust- boost goes down the drain?!

Well i put a 3" catless exhaust on the car and take it for a run and it boost great and runs awesome. After about 10 minutes of playing around All of the sudden boost will not go any higher than 10 or so lbs. Let me back up though.. I had the wastegate set on 15 lbs before the exhaust upgrade. After the exhaust i am boosting(not creeping) at 20 without any adjustments .. the turbo is the Evo III big 16g ... i have a tubular dump and it sounds like a huge exhaust leak at idle so it makes me think the wastegate isnt closing all the way.. I have hooked air to the actuator and it moves freely back and forth when actuating.. I guess the problem could be the actuator arm is not allowing the wastegate to completely close...Its to hot right now to take the shields off and disconnect the arm to see.. but if this is the problem why would it develop?? I thought the actuator arm issues are usually out of the box and not a problem that just arises...... another thing i have done is checked for boost leaks which are minimal (throttle body seals .. but they have always been there... also checked for abnormal shaft play or weird spinning ... which I dont feel anything strange so I dont think and really hope there is anything wrong with the turbo itself... can you guys think of anything else it could be other than the wastegate not shutting all the way??? also why would overall boost increase when i dont change the setting on my boost controller ???
 
The waste gate sounds like the problem but your bov could also be stuck open or you could have a boost leak check those possibilities also.
 
Just wanted to update... problem was preturbo exhaust leak... I should have considered that because I just switched to the FFWD 7 CM Turbo gasket and ported the manifold, but i jumped to blaming the wastegate prematurely LOL.. anyways all 4 turbo bolts decided to become loose and cause an obvious massive leak...I blamed the leak i heard on the dump tube but it was actually between the manifold and turbo... All is good now just thought I'd let you know.. thanks to all who read
