what part is this?

I took off my front passenger side fender and splashguard today, after I finally got it off, I turn around and this part is laying on the ground, not sure where it fell off or what it's for but I'm sure I need it for something.. any ideas?

the whiteish area is soft and fluffy and the opposite side is really dirty

From where that pic puts it, looks like it keeps water and wind from coming into the cabin from where the wiring loom does. First time I'd seen one, but at least we got an answer.

if it's off, WEIGHT REDUCTION! ahh, just kidding... I don't remember that coming off my car when I had it apart so I don't have good advise other than it being a support for the fender
