Wideband Install Problems, help needed

I'm trying to install an Innovate LC-1 wideband with gauge, but I've run into a serious snag. I can't figure out how to mount the computer part to the bottom of the car... I bought some brackets and thought I would just drill into the bottom, right under where the steering wheel hangs over. But my drill does nothing to the steel, it hardly made a dent in 20 minutes of drilling.

So how do I mount this thing? The manual recommends zip tieing, but there are no places to do that. Or do I just need to invest in some heavy duty bits.

I plan to connect its power to the ignition harness, I can get to that through the plastic part on top the steering column right?
 
I have the bung welded into the exhaust about right before the cat used to be. The cord from the sensor to the computer isn't anywhere near long enough to reach the firewall, so I can't mount it in the car. The manual recommends to mount it on the underside
 
Mine reaches with the controller in the car... I have pushed the sensor through the rubber steering boot that is in the firewall. I am unable to get my lc-1 to communicate with my laptop though, it just says to connect the device and try starting the output configuration tool again.
