Turbo Problem!!!!!

hey everyone, i have a serious problem with my turbo. I bought this kit off of a company called xs power and realized after that it was not a good brand. Now i am investing in a t3/t4 hybrid turbenetics turbo but for now i have to deal with it and here is the problem:

The turbo is pushing 1.5 pounds of pressure and i believe i have everything hooked up right. My wastegate seems to let out a good amount of exhaust when it is ideling and also when i rev it i am not sure if it is supposed to do that or not. My turbos fins spin fairly easy but it does not spin when it idels. If anyone knows any cause to a turbo that can push 50 psi only doing 1 please tell me. I also coverdd the bov while reving to see if it was leaking but no luck. I have no idea what could make a turbo so powerful push nothing. Thanks for your time

The wastegate should be closed at idle.

yes it is closed. wastegates still leak air out when they idle or atelast that is what 2 different people have told me. Please anyone give me as much information as you can ive been working on this kit for atleast 50 hours and im ready to take this turbo and throw it threw my window
