SSQV leaks air at Idle...Normal??

My freind bought a knock off HKS SSQV, at idel the valve consistantly leaks air out. I put my hand over the end of it and the car (1g) acted like there was a vacum leak, RPMs went down then back up. We tightend the hardness of the BOV but it didnt help. Are these BOV's suppsoed to do that? I thought they did while under vacum, once boost hit it sealed, am i wrong, or is it a fauly BOV?
 
Your BOV should not leak at all. If it were to leak at idle, more than likely it would leak under boost. I would try to fix the problem, but I bet the issue is with the cheap diaphragm, probably dried out and shrunk. If you don't fix the problem, you are running the system lean, which can cause a bunch of issues with your tune.
Another idea is to see exactly where it is leaking. Take a can of Carb & Choke cleaner, and spray around the flange. Try not to get it into the outlet of the BOV, and if the idle goes up, then your leak is actually around the flange. Or you could do a boost leak test with soapy water and find out that way. Either way it needs to be addressed.
 
You can feel the air pushing out of the BOV where it vents out into the atmosphere, the welds on the flange are fine. I guess the cheap SSQVs have shown thier weakness. It was a brand new BOV too.
