Is there a way to test for boost leaks without the car running ?

Yeah, pretty much all the instructions you'll find on testing boost leaks assume the car isn't running.

+1 how can you listen for a hiss if the car is running? All you're doing in pressurizing the intake system to see if it holds pressure.... if the car is running and the valves are opening, it's obviously not going to hold pressure.... in fact it will probably try to suck your boost leak tester into the intake hahaha.
