what is this on my gas tank and where does it connect to

i dont have the cannister in the car. should i just let it vent instead of plugging it then?

Don't plug that hose, its needs to let the vapors out.

Really, my stock 2g AWD tank doesn't have the potential to run 2 fuel pump assemblies. Is this a custom job or what?

Running 2 pumps in parallel isn't as great as serial, but it still works better than 1 pump with respect to pressure vs. flow.
 
The second port is for the fuel level float (notice its absence in the left opening where the pump is). A 2g AWD's fuel tank has the fuel level float/sender and the pump as one assembly.
 
this is a 2g awd gas tank. that picture was taken while i was in the middle of switchin out fuel pumps. im doin an awd swap right now and im just tryin to figure out the fuel tank. the one on the right i believe is the pressure sensor. you can see the pump on the right has the float on the pump, and i was just switchin that out with my wally 255. i was told by a local dsm shop owner who has done the awd swap 2 or 3 times to just plug up the line. ill double check on what it is, since i talked to him over the phone and he might not have understood what thing i was talking about.
