Just like the title says can i go with the B&M cheaper fuel regulator or do i really need to spend 150 bucks on a FPR i am going to just stick with the evo 3 16g and i will run it on E-85 so that is why i did not go with the 190lph

You will need a FPR when you use a 255 or higher. And the B&M isnt a FPR its more of FPM. What I mean by that is that it modifies your stock FPR but the problem when you have a 255 is that it over runs your stock FPR and yes you should get a real FPR even if it cost you 250 dollars. its a mod well worth it.

Lowering base fuel pressure is not needed. The problem with the B&M is the same as the stock unit. It can't maintain the correct fuel pressure because of over run.

When you put the 255 on it will ooverrun your stock regulator. Which means you will have higher fuel pressure. Which means you will have to lower it. The b&m one can only raise pressure not lower. So that would be a waste of money.

Even if the B&M could lower pressure it still will not fix the problem. It would still be over run by the 255 pump. The size of the return outlet port is what causes the problem.
